Form U4 in FinPro

Transforming the Securities Industry CE Program

FINRA has adopted important changes to its continuing education (CE) and registration rules to train registered persons more effectively while accommodating registered persons whose personal circumstances take them away from the industry for a time.


FinPro now offers two optional features that permit users to collaborate with their firms on a draft Form U4:

  • Allow Rep Edits grants individuals the ability to review and modify a draft, and
  • the E-Signature feature offers reps the option to sign a completed form electronically rather than with a pen.

Firms can enable one or both of these optional tools to streamline the work performed while completing a draft Form U4. Learn more on the page below about using these features.

Note: FinPro users are no longer able to type their names in the signature fields with the Allow Rep Edits feature. Firms must now enable the E-Signature feature to grant FinPro users access to the signature page. See the Form U4  page for more information.

Accessing FinPro

FinPro users must create account credentials (user id, password and security challenge questions) as well as verify their identity with Transunion to access the system. (Tip: See the FinPro Account Creation Guide for guidance if you have not yet created a FinPro account.)

FinPro cannot be accessed with Internet Explorer. Use a supported browser to log in.

First-Time FinPro Users


Before creating an account: Have you self-enrolled in an exam or used one of these FINRA systems? If so, you can use the same system credentials to log in to FinPro.

Can’t remember your user id or password? Recover them via email.
 

Returning FinPro Users


If you have logged in to FinPro before, sign in or quickly retrieve your credentials through the buttons below.

Note: You may need to create a new FinPro account if more than three years have passed since your last login. FinPro credentials are automatically deleted after 36 months of inactivity.
 

Allow Rep Edits

The Allow Rep Edits feature permits you and your firm to work together to fill out a draft Form U4. Your firm must grant you access by enabling the feature within a draft Form U4. FinPro and the Allow Rep Edits feature do not allow you to initiate or submit a filing to regulators.

You and your firm can now work simultaneously on a pending Form U4 thanks to the enhanced Form U4 filing experience in FinPro and FINRA Gateway. This shared access continues even after notifying the firm that the draft is ready for their review. Follow the detailed instructions below to retrieve, review and return a draft Form U4.

Retrieving & Updating Form U4

If a firm has enabled the Allow Rep Edits feature within a draft Form U4, a yellow banner will display in FinPro's Reminders section with a link to the filing.

After clicking the Open Filing link, the draft Form U4 will open in Data Entry View within a new tab or window. You will only have access to view and update the form according to the access granted by the firm. Use the links on the left-hand side of the screen, as well as the Save, Next and Back buttons at the bottom-right, to navigate and update the form.

The Data Entry View was developed to streamline form updates; section names and information order differs slightly from the official Form U4 layout and flow, which you will have a chance to review in the Form View

After updating the form, you can notify the firm that it is ready for their review by returning the form to the firm.

Returning Form U4 to the Firm

When you are finished editing Form U4, select the Summary option on the left-hand side. On the following screen, select the Review Form button to perform a final review in Form View and return to your firm.

The section names and information order in Form View align with the official format of the form as it will appear upon submission to regulators and in your filing history.

While in Form View, you can print out or save a pdf copy of the form as well as compare the draft to the last previously-submitted Form U4 (if there is one on file).

When you are finished reviewing, comparing and printing the draft, select the Return to Firm button in the bottom-right. A confirmation message will appear at the top of the page.


What's Next?

Returning the filing will change the status of the draft in the firm’s system, so they will know that you have finished editing and reviewing the Form U4. You will still be able to review and edit the draft filing in FinPro until the firm disables the Allow Rep Edits feature or submits the U4 to the regulator.

After your firm has determined that your Form U4 is ready for submission, you may be required to sign the filing. If your firm has enabled the E-Signature feature, they will return the form to FinPro for you to sign electronically. Please contact your firm with questions about signature requirements.

E-Signature

The E-Signature feature allows you to electronically sign a draft Form U4 within FinPro, thereby eliminating the need to print, sign, scan and send drafted filings back to your firm outside of the system. Your firm must grant you access by enabling the feature. FinPro and the E-Signature feature do not allow you to initiate or submit a filing to regulators.

Once signed, FinPro notifies the firm that the draft is ready for their review and submission to regulators. Follow the detailed instructions below to retrieve, review, sign and return a draft Form U4.

Retrieving & Reviewing Form U4

Once your firm has sent a Form U4 filing to you for e-signature, a yellow banner will display in FinPro’s Reminders section with a link to the filing.

After clicking the Open Filing link, the filing will open read-only in another browser tab. You can review the filing in the same Data Entry View that’s used to update Form U4 with the Allow Rep Edits feature.

Note: If any updates are required, reach out to your firm. Only firm users can stop the signature process and enable editing.


E-Signing Form U4

Once your review is complete, select the Signatures option on the left-hand side of the screen.

Then click the Sign Form links (for section 15A and section 15C when required).

The signature field will prepopulate with the date and your full name (first name, middle name, last name, and suffix from the filing). Select Confirm to complete your electronic signature.

Before submitting the signed filing back to the firm, review the statutory form (Form View) by clicking on the Review Form button.

Printing, Saving and Returning E-Signed Form U4

From the Form View, you can print or save the form for your records. Select Back to Data Entry to send your e-signature(s) to the firm.

After returning to the Data Entry View, select Submit E-Signature to send your signature(s) to the firm.

Submitting the e-signature will change the status of the draft in the firm’s system, so they will know that you have finished reviewing and e-signing the Form U4.


After Filing

After your firm submits the filing, your information will update in FinPro immediately. Certain Form U4 information will also be reported through BrokerCheck and/or IAPD; however, changes will not occur until you have at least one approved registration.

As an onboarding, current or former registered professional, you are obligated to update and/or report certain information in a timely fashion to regulators. See the When Must a Form U4 Be Updated? section of the Form U4 page for more information and resources.
